Kèr Wātùyto has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 23°C (73°F). Kèr Wātùyto receives an average of 282 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Wātùyto covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4286 m (14061 ft) above sea level.
Overview
Kèr Wātùyto was founded durring the late 14th century in fall of the year 1291, by Rhian Bevan. The establishment of Kèr Wātùyto was somewhat plagued by a lack of willing colonists, leading to Rhian Bevan electing to pay people to resettle in Kèr Wātùyto.
Kèr Wātùyto was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Wātùyto is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Kèr Wātùyto is is constructed arround a series of restrictive cobblestone mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Kèr Wātùyto's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Kèr Wātùyto's top tier civilian fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
A look around Kèr Wātùyto is like a look into a broken heart. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need. It’s not malicious. Heads are hung. Eyes are empty. Something truly horrible happened here once upon a time and the town never healed.
Civic Infrastructure
Kèr Wātùyto has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Wātùyto. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Wātùyto's parks.
Kèr Wātùyto has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Wātùyto.
Kèr Wātùyto has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Wātùyto has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Wātùyto has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Wātùyto's public wards, blessings, and other arcane systems.
Kèr Wātùyto possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Kèr Wātùyto has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Wātùyto's natural decorations nor waterways.
Kèr Wātùyto has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Wātùyto has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Kèr Wātùyto's locals despise outsiders. For some “outsiders” may be natives of foreign lands, while others might have a grudge against anyone from outside the community. These locals have an active loathing, and the outsiders allowed to trade or interact with them do so at a heavy disadvantage.
Kèr Wātùyto's town hall was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
